Director, Government Affairs

The Government Affairs Committee monitors, evaluates, and informs on a continuing basis pending federal, state, and local legislative, regulatory, and legal activities that may have an impact on the Human Resource Profession. The committee will communicate SHRM legislative affairs policies and goals to SHRM chapters and members within the state, and work in close cooperation with the SHRM Governmental Affairs headquarters staff. The committee may coordinate legislative activities through promoting advocacy, providing professional development on various areas of legislative affairs, and organizing campaigns designed to initiate legislative input from SHRM Members and SHRM Chapter Members in the State of North Carolina.

Zain Shirazi Bio Below – Presentation

Zain Shirazi serves as a Senior Attorney-Advisor in the Office of Vice Chair Jocelyn Samuels at the Equal Employment Opportunity Commission (EEOC). His work focuses on policy and legal issues related to advancing the civil rights laws enforced by the EEOC. His focus areas include artificial intelligence discrimination, DEIA, and antisemitism and Islamophobia in the workplace, among others.

Before joining the EEOC, Zain was a public defender at the Maryland Office of the Public Defender, where he handled a range of criminal matters, including serving as first chair on several life cases. He has tried 15 cases before juries. Prior to serving as a public defender, Zain was a law clerk for the Honorable Virginia A. Phillips in the Central District of California. Before that, Zain was an associate at Jenner & Block.

Zain has a J.D. from the UCLA School of Law, and a B.A. from the University of California, San Diego.
