Judith Dobbin, Deputy Chief Appeals Referee, Division of Employment Security

Judith Dobbin has been the Deputy Chief Appeals Referee for the Unemployment Insurance Department within the Division of Employment Security since January 2004, prior to that she was an Appeals Referee for 6 years.  Prior to joining DES she served as an Inmate Grievance Examiner from April 1990 to March 1998 for the NC Department of Correction.  She also worked for three years as Assistant to the Legal Director for the NC Women’s Legal Project which is a NC Equity, Non-Profit.  She is a licensed attorney by the NC State Bar.  

Judith went to UNC-Chapel Hill for her B.A. and to NC Central University for her J.D.  She is a proctor for the NC State Bar Exam and a member of many local and nation associations including:

  • National Association of Unemployment
  • Insurance Appeals Professionals
  • American Bar Association
  • NC Bar Association
  • Wake County Bar Association
  • NC Tenth Judicial Bar

Dalton Green, Partner at Hedrick, Gardner, Kincheloe and Garofalo

Dalton's practice focuses on the areas of employment law and workers' compensation.  She counsels employers on all aspects of employment law, including hiring and termination practices, policy and handbook drafting, discrimination/EEOC claims, wrongful termination under the NC Retaliatory Discrimination Act (REDA) and Title VII, wage and hour disputes (FLSA), and unemployment claims. Dalton's expertise in the area of employee and employer social media usage has enabled her to present HRCI-accredited seminars on these topic.  Dalton is currently serving as the President LCFHRA for 2018-2019.

Lindsey Surratt, Compliance Director, Gallagher/Hill, Chesson & Woody

Lindsey utilizes her knowledge of healthcare reform, ERISA, COBRA, HIPAA, and the Internal Revenue Code to provide guidance to employer plan sponsors. With the support of her team, Lindsey educates clients and internal staff members on health and welfare plan regulatory compliance, delivers practical answers to day-to-day compliance questions, and helps develop new tools to promote compliance.
